Dr. James G. Munger, Ph.D., MIFireE, CFPS
He has received an Associates Degree in Fire Science, completed numerous courses at the baccalaureate level and earned a Doctorate in Occupational Safety and Health Engineering. He completed studies in both fire protection/prevention and fire investigation with Memphis State University, University of Alabama at Birmingham, and the National Fire Academy in Emmitsburg, Maryland. He is certified by the Alabama Fire College and Personnel Standards Commission as a Fire Prevention/Investigation Officer I, Fire Investigation Officer II, Fire Investigation Officer III, Fire Prevention Officer II, and Fire Prevention Officer III in accordance with the professional qualifications criteria set forth by the National Fire Protection Association. He has also earned the designations as a “Certified Fire Protection Specialist” (CFPS) and “Certified Fire and Explosion Investigator” (CFEI).
He holds member grade memberships in both the Society of Fire Protection Engineers and the Institution of Fire Engineers. He is also a member of various other professional organizations such as the National Fire Protection Association, American Fire Sprinkler Association, International Association of Electrical Inspectors, International Code Council, International Association of Fire Marshals, International Association of Arson Investigators, and National Fire Investigators Association.
He has provided instructional services for agencies such as the South Carolina Department of Corrections, New Zealand Fire Service, National Park Service, Aiken (SC) Technical College, York (PA) Fire Rescue Services, Boeing Aerospace, North Carolina State University, Alabama State Fire College, and the South Carolina Fire Marshal's Office.
He has been a member of the Adjunct Faculty of the National Fire Academy in Emmitsburg, Maryland for twenty years. He teaches on a regular basis for the National Fire Academy in the fire prevention and investigation curriculum areas. He has also developed numerous courses of study for the academy in these areas. He is a former Deputy State Fire Marshal for the state of Alabama.

David M. Munger, CFEI, CFVI has over thirty years of experience in the fields of fire protection, building construction ands safety.
He has extensive experience in public fire protection, retiring in the position of Fire Chief of a career department and he is currently the Training Chief for a local volunteer fire department. He has received an Associates Degree in Fire Science and has completed additional studies in fire protection/prevention, fire investigation, hazardous materials, and fire department operations. He is certified by the Alabama Fire College and Personnel Standards Commission as Firefighter, Fire Instructor, Hazardous Materials Specialist, Fire Officer and Apparatus Operator. He is also certified as a Fire Inspector and has earned the designation as a Certified Fire and Explosion Investigator (CFEI). He is one of limited number of individuals who has also earned the designation as a Certified Vehicle Fire Investigator (CVFI).
He is a member of various professional organizations such as the National Association of Fire Investigators, International Association of Arson Investigators, National Protection Association and National Fire Academy Alumni Association.
He has provided instructional services for the Alabama State Fire College, South Carolina State Fire Marshal’s Office, Boeing, South Carolina Department of Corrections, and International Paper.

Rick Merck, PE (Fire Protection) is a graduate of the United States Naval Academy. He received a Bachelor of Science in Electrical Engineering and is a registered professional engineer, with emphasis in fire protection. He has extensive experience as a fire fighter, fire officer and Fire Chief. He also served as the Building Official for the City of York , Pennsylvania.
He currently serves as the Senior Fire Protection Engineer with Montgomery County Fire and Rescue Services (Maryland). He is a graduate of the National Fire Academy’s Executive Fire Officer (EFO) program. He has extensive experience in fire modeling.
He serves as a regular instructor for the National Fire Academy’s residence courses: Fire Dynamics/Fire Modeling and Evaluating Performance Based Designs. Rick Merch Qualifications.
